Blaenau Gwent Council has successfully prosecuted a Llanhilleth woman for failing to help with enquiries into fly-tipping, after evidence obtained by the Council potentially implicated her in the illegal deposit of controlled waste.

Fallon Partridge, of Meadow Street, failed to engage with the Council’s investigation into a fly-tipping incident near Rectory Road, Swffryd in 2025. This was despite several attempts and the issuing of a Fixed Penalty Notice. The case was recently heard by magistrates in Cwmbran who imposed a fine of £400, costs of £716 and a victim surcharge of £160.
The prosecution was brought by the Council under the Environment Act 1995.
Blaenau Gwent Council’s Cabinet Member for Neighbourhoods and Environment, Councillor Tommy Smith said:
“We remain committed to taking firm action against fly-tippers and those who fail to cooperate with council investigations. Fly-tipping is a serious offence that harms our environment and our communities. We will continue to investigate incidents thoroughly and act where necessary – this type of environmental crime will not be tolerated in our borough.”
