Council Tax is charged for each home.
The amount you pay depends on the Council Tax band your home is in.
Your band is based on how much your home would have been worth on 1 April 2003.

Appealing your Council Tax band
You can only appeal your Council Tax band in certain situations. You may be able to appeal if:
- your home’s value has gone up or down because of major changes
- you start or stop using part of your home for business
- the VOA has changed the band without you asking them to
- you become the Council Tax payer for the home for the first time
If you are appealing for the first time, you must do this within 6 months. You cannot appeal again if the same appeal has already been decided by a Valuation Tribunal.
Changes that affect your home’s value
A material increase in value
This can happen if building or improvement work is done to the home, such as:
- extensions
- major building or engineering work
In these cases, the band is usually reviewed after the property is sold.
This means the appeal is normally made by the new owner or resident.
A material reduction in value This can happen if:
- part of the home is demolished
- the local area changes in a way that lowers value
- the home is adapted for someone with a physical disability
In these cases, the band should be reviewed as soon as possible.
While your appeal is being looked at, you must keep paying your Council Tax.
If your appeal is successful, you will get a refund for any money you have overpaid.
