Circuit of Wales
The Circuit of Wales will be located north of Ebbw Vale close to the Rassau Industrial Estate.
Circuit of Wales will transform 830 acres of Blaenau Gwent in the scenic Welsh valleys on an unparalleled scale, and will shine the global spotlight on the region. The innovative scheme will wholly regenerate the area, providing unrivalled opportunities in job creation, tourism, and research and development.
As the most significant capital investment programme in automotive infrastructure in the UK in the last 50 years, the Circuit of Wales will ensure Wales becomes synonymous with high quality motor sport activity, commerce and entertainment worldwide.
The development will be a major addition amongst Europe’s front-ranking motor sport facilities and will be designed to host international events such as MotoGP, World Superbikes, World Motocross and World Touring Car.
The Circuit of Wales will represent a centre of excellence for UK motor sport and deliver an unrivalled low carbon international motor sport facility in Wales.
Building Momentum and Investment Confidence
A strong network of partnership and collaboration has been established and built up over many years in Blaenau Gwent and this is central to our success. We use this to forge new strategic connections and alliances across public, private and voluntary sectors needed to deliver and sustain economic development. There have been many major initiatives that provide catalysts for regeneration in Blaenau Gwent.
Incentives are available for businesses to assist in their move to the Ebbw Vale Enterprise Zone. SMEs and new starts benefit from financial support towards business rates. European Union, Welsh Government, Council and Private Sector funding has also supported major regeneration work to town centres, making the most of green infrastructure, heritage and historic character.

The Works, Ebbw Vale
The Works development is one of the biggest and most complicated economic regeneration projects ever contemplated in Wales. It has been designed to revitalise and regenerate the area of the Heads of the Valleys and is a catalyst for change, creating social and environmental benefits as well as employment opportunities and facilities for future generations.
The Works has been developed on a 200 acre site in Ebbw Vale and there is already £168m of capital investment that has been utilized to develop infrastructure and buildings on site. There is also collaboration with the private sector to further enhance this investment, creating opportunities to develop projects and services to exemplar status.
The Works has significantly improved the quality of life for the local communities and attracting new investment. The community includes:
- Private District Heating Network
- Education Provision – 3-11 School, 11-16 School and an Integrated Children’s Centre
- Learning Zone - Post 16 college
- Health Provision – Aneurin Bevan Hospital, which is a 114 bed community hospital
- Residential development opportunity for up to 300 plus homes - already constructed is an award winning development of four showcase experimental low energy homes, which includes UK’s first zero carbon Passivhaus home
- Leisure and Heritage – 20 acre park, which includes a wetland area, leisure centre and outdoor sports provision
- General Offices - visitor attraction showcasing Ebbw Vale Works Museum and Archive Trust
- Business Park – 6 acres of business development
- Mechanical Link connecting The Works and Town Centre
By building on successful collaborations achieved to date and widening strategic partnerships we aim to build inclusive teams, maximising the benefits of difference and drawing on the skills and potential of the widest possible range of colleagues.
Blaenau Gwent now has real opportunities for growth and is pursuing a proactive strategy for achieving investment and a pipeline of projects is already underway. These opportunities provide further catalysts for regeneration in the area.
Ebbw Vale Innovation Corridor
The Ebbw Vale Corridor Regeneration Programme is the sum of a number of parts. It includes a medley of both private and publicly owned employment sites, buildings, infrastructure, major mixed use regeneration project, potential motorsport project and a town centre. All of which feature their own individual opportunities.
The Ebbw Vale Northern Corridor Regeneration Project considers all the above and brings them together with a strategic vision and delivery plan. The Masterplan will maximize the benefits of all the sites, which could mean land values, job opportunities, environmental improvements, economical benefits etc. and ensure that Blaenau Gwent is new business and development friendly should opportunities arise.
To enact the Council’s enabling role of securing inward investment and regenerating communities, we have developed a partnership approach to increase the supply of new houses to act as a catalyst for future regeneration.
We are working in partnership with local housing associations to progress a development under licence model. This is facilitating the delivery of new open market houses for sale and in doing so will address the current proposed shortage of affordable homes.
The RESILIENT project aims to design, develop and install a new system of interconnectivity between buildings, Distributed Energy Resources (DER), grids and other networks at a district level, assessing the associated energy and environmental benefits.
RESILIENT is a four year project, which commenced in 2012 and includes 14 Partners from 5 European countries, including Italy, Belgium, France, UK and Spain, and which commenced in September 2012. The project has a total budget of (€):~ 8.1 million
The project is funded by the European Framework 7 programme under the topic Interaction and integration between buildings, grids, heating and cooling networks, and energy storage and energy generation systems.
