Disabled People - Parking Permits - Blue Badge

The Blue Badge Scheme provides a national arrangement of parking concessions for people who travel as drivers or passengers with the following:

  • Severe walking difficulties.
  • Registered blind.
  • Severe upper limb disabilities who regularly drive a vehicle but cannot turn a steering by hand (even if fitted with a turning knob).

If none of the above apply you may still be entitled to a badge but you will need to be assessed to determine that you have a permanent and substantial disability which means you are unable to walk or have difficulty in walking.

How do I apply?
By completing an application form over the telephone with C2BG (01495 311556). This will be sent out for you to check all the information is correct and to sign the declaration. You must include the following in the returned application:

  • Personal documents that support any questions answered ‘yes’ in the automatic qualifying section of the application form - these can be photocopies, any original documents must be accompanied with a stamped address envelope for return.  We would return the documents with the Blue Badge so SAE not required.
  • Two recent photographs (passport size 2 x 2.5“), which must be signed on the back.
  • People with temporary disability will not qualify for a Blue Badge.

You will need to complete an application form for both initial and renewal badges.  Renewal applications must be made two months before the badge expires.

How much will it cost?
£2 cheque or postal order made payable to the County Borough of Blaenau Gwent.  Cash cannot be accepted. 

If you have answered ‘yes’ to any question in the automatic qualifying section of the application form then you must include the £2 fee with your application form.

If you have answered ‘no’ to all questions in the automatic qualifying section you do not need to send the £2 fee until you have received confirmation of approval of your application.

How long does it take for my application to be processed?
We will endeavour to process your complete application within 21 days.

Applications can be delayed if the form is incomplete and the relevant documentation missing.

How long is a blue badge valid?
Your Blue Badge will be valid for three years from the date issued.

To renew your Blue Badge you will need to follow the application process again.
