What are Local Land Charges?

The services provided by Local Land Charges were started over 70 years ago to protect people who were buying land and property so that they, or future owners, were not caught out by obligations (for charges) the Local Authority could enforce such as:     

• Planning agreements/consents
• Enforcement notices
• Grants
• Highways agreements
• Tree preservation orders
• Financial charges

The Local Authority

      

• Maintain the Register of Local Land Charges
• Carry out Local Authority Searches
• Personal Searches

 

If you are buying a property within Blaenau Gwent, as part of the conveyancing process, an application is usually made to the Local Land Charges office to provide financial and other information relating to charges, notices and local authority matters which may affect the property or land.

Land and property searches can be carried out by Local Authorities, private search companies and members of the public.

Local Authority Searches

A full local authority search comprises of two elements, an LLC1 and a CON29R. 

An LLC1 is a requisition for a search and an official certificate of search which requests information from the Local Land Charges Register.

A CON29R (Required Enquiries) is a list of standard enquiries to a local authority. 

There is also a CON29O (Optional Enquiries) which lists additional information such as public footpaths that would affect a property.

The fees for a full Local Authority Search with effect from 6th April, 2009 are:

Local Authority Searches will only be accepted with the correct fee (£78.00), 2 copies of the LLC1, 2 copies of the CON29R and also 2 copies of a site location plan.
