Multiple Occupancy Homes

What is a house in multiple occupation (HMO)?

The definition of an HMO is contained within the Housing Act 2004. Broadly speaking it includes any house or flat that is occupied by 2 or more persons who are not living together as a single household.

Standards are enforced using the Housing Health & Safety Rating System as with any other home although there may be some additional risks attached to certain HMOs. When carrying out an inspection of an HMO we may consult the Fire & Rescue service in relation to means of escape from fire.

HMO Licensing

The HMO licensing provisions came into force in July 2006. It is now an offence to operate a licensable HMO without a licence, there are heavy penalties on conviction.

In Blaenau Gwent we are currently only licensing HMOs that fall within the mandatory scheme. Mandatory licensing includes those HMOs which are considered to pose the highest risk. You may require a license under this scheme if your property:

 

  • Is of 3 or more storeys and
  • Has 5 or more occupants split into
  • 2 or more lettings
