The Gambling Act 2005 requires theat the Council publish a Statement of Gambling Policy that sets out the policies the Council will generally apply to promote the three licensing objectives when making a decision on an application made in accordance with the Act.
The three licensing objectives are:-
There are 3 main types of licences issued in accordance with the Act. They are:-
Operator's and personal licences are issued by the Gambling Commission and premises licences are issued by the Council. In addition to licences, a number of permits are available for certain types of gambling.

Before a premises licence can be granted the applicant must have been granted an appropriate operating licence and, if required, a personal licence by the Gambling Commission.

Alcohol Licensed Premises
Bingo
In alcohol licensed premises, clubs and miners’ welfare institutes, the threshold is that if bingo played during any seven-day period exceeds £2,000 (either in money taken or prizes awarded), all further games of bingo played on those premises for the next 12 months will require an operating licence to be legal. This applies to future games, which are over the threshold of £2,000.
If, after a single incidence of “high turnover” bingo, all further games are below the threshold, no operating licence is needed. There is a legal duty on the licensee or club to inform the Commission if at any point its bingo in any seven day period exceeds this threshold. Small Society Lotteries
In addition to licences and permits, the Council has a duty to issue small sciety lottery registrations as the Gambling Act 2005 has repealed the legislation previously regulating lotteries.
A society on behalf of which a lottery is promoted must be established and conducted
In addition, the society must ensure that the total value of ticket sales in respect of each lottery is £20,000 or less or that the aggregate ticket sales for a calendar year is less than £250,000. If either of these values are exceeded, then a licence from the Gambling Commission is required.
A lottery registration runs for an unlimited period but an annual fee is payable. The current fees are £40 for new registrations and £20 for the annual fee. Every ticket in a lottery must cost the same and no single prize can be worth more than £25,000. Rollovers of lotteries are permitted as long as no sinlge prize exceeds the £25,000 threshold. At least 20% of the proceeds of the lottery must be applied to the purposes of the lottery and returns are due within 3 months of a lottery taking place.
