School - Development Plans

The Welsh Assembly Government requires each local authority in Wales to produce a Single Education Plan which replaces four current plans required by statute: the Education Strategic Plan, the School Organisation Plan, the Behaviour Support Plan and the Early Years Development and Childcare Plan.

The Single Education Plan will act as a temporary measure.  In 2008 each local authority will produce an even more comprehensive Children and Young People’s Plan.  The Welsh Assembly Government’s plans are based on the requirements of primary legislation.

The Single Education Plan is a strategic document, flowing from Blaenau Gwent’s Community Plan and the Corporate Plan.  The detailed actions required to fulfil the Plan will be set out elsewhere in operational plans.  In practice, the Welsh Assembly Government guidance sets out the content it expects in the Plan, but considerable effort has been made to ensure that the plan meets Blaenau Gwent’s particular needs.

The Plan will cover the whole two year period, and must contain the strategies for:

     Raising standards and improving the performance of the schools we maintain;

     Raising the standards of education for children and young people not educated in school;

     Provision of school places and early years places;

     Provision for support, advice and resources to schools to assist them in promoting positive behaviour; and support for children with behavioural difficulties, within or outside school;

     Provision for pupils with additional learning needs; and

     Development of a community focus for schools.

The Plan must also contain a set of targets included in the previous statutory plans.  These will be updated and republished in July 2007.

The Single Education Plan has been approved by Council.
