We consulted local people in drawing up final proposals for the scheme.

Public Exhibitions were held in January/February 2003. The aim of the exhibitions was to make the public and interested stakeholders aware of the scheme and proposals for new stations. Overall, nine exhibitions were held with 1678 people attending.

Steps were taken to ensure that as many people as possible knew about the exhibitions through press releases and bilingual advertisements.

1022 questionnaires were received on the scheme. Of questionnaire respondents, 577 attended an exhibition. The questionnaire analysis revealed that 97% of respondents were in favour of the proposals. Most people saw the scheme as an opportunity to revitalise the towns in the Ebbw Valley and take advantage of underused infrastructure. Only 3% of respondents were against the proposals.

Brochures were made available at the exhibitions, which included a questionnaire on  the proposals. Brochures on the scheme were also hand-delivered to all businesses and households directly affected by the scheme. Brochures were also deposited in key civic buildings.
