Each financial year the Council is required to prepare a budget, outlining its proposed spending for the year and how that spending will be funded. During the year, the budget is used as a control to ensure that expenditure is in accordance with the Council's priorities, as laid out in the Revenue Estimates document.
At year-end, a Statement of Accounts has to be produced that records, in accordance with statutory and other guidance, how the Council spent its money during the financial year.
