Pollution Control - Inspection & Regulation

Our health and well-being is directly related to the air we breathe.  Part of the work of our pollution control team is to regulate certain processes that have the potential to adversely affect our environment.  This regime was introduced by EC Directive EC/96/61 and was transposed into UK legislation as the Pollution Prevention and Control Act 1999.  This Act enabled regulations to be made.  The Pollution Prevention and Control (England and Wales) Regulations 2000 are now the main piece of legislation used to control emissions from potentially polluting industry.  Schedule 1 to the Regulations contains the details of the different processes covered by these regulations.

The PPC Regulations, as they are commonly known, have created three separate tiers of regulation.  These are as follows:

Integrated Pollution Prevention and Control (IPPC) - known as part A1 Installations.  These tend to be large and complex processes.  The Environment Agency are the regulators.

Local Authority Integrated Pollution Prevention and Control (LA-IPPC) - known as part A2 Installations.  These are regulated by Local Authorities.

Local Authority Pollution Prevention and Control - (LAPPC) - known as part B Installations.  These are regulated by Local Authorities and are the most common type of process regulated.

Installations in Blaenau Gwent

In Blaenau Gwent there are currently 30 installations regulated under the Pollution Prevention and Control (England and Wales) Regulations.  A list of the processes can be found on the link below.  Of these 23 are part B, 2 are A2 and 5 are A1.

A Public Register for each of these processes are held at our offices.  They can be viewed free of charge during office hours.  It is not necessary to arrange an appointment but we would advise you to do so. We can then ensure that someone is available to assist you with any queries you may have.
