Animal Welfare

Blaenau Gwent County Borough Council has statutory powers to undertake animal health and welfare duties within the area, contained in the Animal Health Act 1981 and 2002, the Agriculture (Miscellaneous Provisions) Act 1968, European Communities Act 1972 and the Animal Welfare Act 2006, together with associated legislation.

The work of the Animal Health Officers endeavours to effectively comply with our duties to contribute towards a safe, healthy and fair environment and to monitor and influence the treatment of animals, enforcing applicable standards where appropriate.

The welfare of all animals, farm, zoo and companion, should be considered in terms of the five freedoms recommended by the Farm Animal Welfare Council, these are:

  1. Freedom from hunger and thirst
  2. Freedom from discomfort
  3. Freedom from pain, injury or disease
  4. Freedom to express normal behaviour
  5. Freedom from fear and distress

The Animal Health Officers of the Environmental Health Section will promote and improve the animal health and welfare standards by taking a fair and balanced account of animal welfare issues in day-to-day operations in accordance with the Enforcement Policy and liaison work with the Office of the Chief Veterinary Officer and Rural Inspectorate Wales, Welsh Assembly Government, Department of Environment, Food, and Rural Affairs, State Veterinary Service, local authorities, agencies, voluntary welfare groups, the farming community and residents of the Borough.
