STAFF TRAINING & DEVELOPMENT IN BLAENAU GWENT
Blaenau Gwent Council puts considerable resources and commitment into the training and development of its staff, to maximise the potential of each individual and continually improve the quality of services we deliver to the citizens of Blaenau Gwent. We fully recognise the importance of continually developing and motivating our people and are committed to ensuring staff development is a key factor in our success.
Some examples of the activities provided are described below:
INDUCTION
New employees are provided with an induction at both department and corporate levels to enable the individual to feel as comfortable as possible in their new role.
COMPETENCY FRAMEWORKS
The Council has established competency frameworks for all staff, to support the continual development of our people and the services they provide.
The competencies within the frameworks have been substantially derived from the Council's People Strategy, the Staff Opinion Survey, and consultation with senior managers, and are focused on ensuring we have the capacity to deliver the strategic objectives of the Authority and make Blaenau Gwent a better place to live and work.

CONTINUAL PROFESSIONAL DEVELOPMENT (CPD) PROGRAMME
The CPD programme is an overarching programme of development that impacts all staff. A wide range of activities is provided, ensuring staff are trained and updated in areas that they need in order to provide the best possible service. Many of these activities are linked to the Council's competency frameworks and corporate policies.
POST ENTRY TRAINING
The Council sponsors staff to undertake external programmes through local colleges and universities. Each department has responsibility for the allocation of its budget in this area to the programmes that will offer the most value to the services they provide.
SHORT COURSES / SEMINARS
All departments have the responsibility for ensuring staff are updated in their particular field of expertise. This may mean attending networking meetings inside and outside of the organisation, and attending conferences / seminars when appropriate.
E-LEARNING
The Council belongs to a UK-wide E-learning network, which enables staff to access a range of online courses from their PC. The Council has also developed its own E-learning material allowing staff to undertake training at a time and place of their choosing.
PERFORMANCE REVIEW SCHEME (PRS)
The Council's PRS means all members of staff have a performance review at least once a year, which agrees individual objectives for the coming period. Included in the review is the agreement of a Personal Development Plan, which identifies the sort of activities that both the individual and their manager agree will improve their skills and potential.
INVESTORS IN PEOPLE
In January 2007 the Council heard that, following a recent assessment, it had been accredited with the Investor in People (IiP) Award at Corporate Level, the first Local Authority in Wales to do so under the newly revised standard. The award recognises the development of all staff in line with the objectives of the Council. We see this as an endorsement of how we recruit, train, and retain our people, to help deliver the best possible services to the citizens of Blaenau Gwent. The Authority is committed to retaining and improving upon the good practices that led to the attainment of the award.
