Licence - Hackney Carriage Drivers'

The Licensing Team is responsible for the licensing and setting of conditions for hackney carriage drivers, or taxi drivers as they are more commonly known, to ensure that they are ‘fit and proper’ persons and medically fit.

Any person wishing to drive hackney carriages must obtain a hackney carriage driver's licence from the Council.  Various checks will be carried out on a person who applies for a licence including a criminal history check carried out by the Criminal Records Bureau, a DVLA check and a medical examination.  If the checks are satisfactory, the Council will issue a licence and badge which must be worn by the driver at all times whilst driving hackney carriages.

FAQs

How old do I have to be to drive taxis?

The minimum age is 18 years but there is no upper age limit, however you must have held a full driving licence for a 12 months prior to making the application.

I have a criminal record and/or points on my driving licence.  Does this mean I can't apply?

No. Anyone can apply, but those with a criminal record or who have penalty points on their driving licence may need to be interviewed by the Licensing Committee, who will decide whether or not a licence should be granted.  All applicants will be required to apply for an enhanced criminal records bureau check and a DVLA report.  DVLA reports are required on an annual basis and CRB's required on a three yearly basis.

Do I need to have a medical examination?

Yes, all new applicants will need to provide a medical report form, supplied by the Council, completed by their own GP or doctor in the same practice, to determine if they are fit to drive taxis.  A further medical will be due when the driver reaches the age of 45, then every 5 years until they are 60, every two years until they are 70 and annually thereafter.

How much does it cost?

The current fee is £40 for the licence and £36 for an Enhanced Criminal Record Bureau Check.  Your doctor will also make a charge for carrying out the medical.

How long is the licence valid for?

A licence is valid for 1 year unless the application is determined by the  Licensing Commitee, when a shorter period may be granted.
