An approved list of suppliers and/or contractors is maintained, compiled after a public notice inviting applications for inclusion has appeared in one or more newspapers and journals. The approved list of suppliers and/or contractors is amended as required from time to time and is reviewed at intervals not exceeding three years.
As an approved supplier to Blaenau Gwent Council, you can automatically be considered for some of our contracts, mainly in the building, works and maintenance areas.
APPROVED LISTS APPLICATION REQUIREMENTS
Please ensure that your business meets the following key criteria and that you can supply the following information before commencing with the application form.
Company Information: You will be required to provide the full address, registered address and some details regarding the background of the company and its board of directors.
Financial Information: Should your business wish to be considered for contracts, you must provide your most recent two years full audited accounts. Exceptions can be made for companies that have been trading for a period of less than two years, but the value of the work that you will be offered will be restricted until you have traded long enough to produce accounts.
Insurance: Please ensure that your company has the appropriate insurance cover, to meet our minimum requirements or is willing to agree to meet these levels subject to being awarded a contract.
Technical Capacity and Resources: Your business should be able to provide the full address and contact details for three referees for each list category that you wish to apply for. In each case a named contact should be provided for each organisation.
Health and Safety: Depending on the nature of goods or services, organisations may be required to submit a Health and Safety Policy signed by a senior person of the organisation, which refers to Health and Safety legislation. You will also be required to provide Health and Safety data sheets, Risk Assessments and Method Statements in relation to goods, works and services. This will apply for all applications for the approved lists.

INCLUSION IN SELECT LISTS FOR ADVERTISED CONTRACTS
Where contracts are not covered by the Approved List of Contractors, select lists are often drawn up following a public advertisement. The Council’s advertisements state what is required from potential tenderers and invite companies to apply for consideration. If your company would like to be considered for a particular contract you must follow the application instructions detailed in the advertisement.
The Council generally advertises using the ‘restricted’ or ‘open’ procedure, as follows:
The 'restricted' procedure
You will be asked in the advertisement to write, e-mail or fax the directorate concerned to express your interest and request the project-related business questionnaire.
You must complete the questionnaire and return it within the specified timescale to be considered. Your business questionnaire will be assessed on the same basis as the Approved List application.
Once all the returned business questionnaires have been evaluated, a shortlist of tenderers is compiled – tender documents are sent to the companies on the shortlist, and a letter is sent giving feedback to firms not successful in getting onto the shortlist.
The 'open' procedure
On some occasions the Council uses an open tendering procedure, which means that any interested company can tender for the contract.
You will still be asked in the advertisement to express your interest for the contract, but you will automatically be invited to submit a tender.
The information from you and your referees will then be considered together with your tender bid and supporting documentation.
