Performance & Improvement


Performance management matters to everyone who wants to see local communities better served by the Council and its partners.  Managers can use it to ensure that services are improving and are more efficient.  Councillors can use it to ensure that policy decisions are being carried out and citizens are being well served.  Increasingly, citizens and partners can use aspects of performance management, such as public reporting to hold the Council to account. 


The Council is determined to improve its performance and ensure high quality customer-focused services for all our residents and visitors to Blaenau Gwent.  To ensure we carry on improving each year we will:
     

  • Set ourselves challenging targets for improvement
  • Publish information throughout the year to let people know how we are doing
  • Review our services by consulting service users to identify their needs

The Wales Programme for Improvement requires all Councils to continually improve their services and to ensure this happens Blaenau Gwent Council have put in place performance management arrangements that monitor and review each service area.  The results of these reviews identify areas in need of improvement and form the basis of the Council's priorities over the next 12 months and beyond.  The Wales Programme for Improvement also requires authorities to make value for money improvements and efficiency gains that are "genuine and sustainable or allow more or better services to be provided for the same resource input" this reflects the Assembly Government's wider public service reform agenda as set out in the Making the Connections agenda and Making the Most of our Resources Framework. 


As a Local Authority, we recognise the important role that public services play in the lives of our residents. Services such as Education, Social Services, Housing, Community Safety, Street Cleansing and Highways Maintenance are essential to our Community and it is important that we let our residents know how well we are performing in these areas.  Performance information will be published on a regular basis so everyone can monitor how the Council is progressing with its aims and objectives.


Details of how we have performed over that last 12 months and our plans for the coming year can be found in the Council's Corporate Improvement Plan 2008-20012 .  Our Improvement Plan draws on the objectives of our Community Strategy, that allows us to ensure that our improvements focus on local needs and priorities. We are working with our strategic partners within the Public, Private and Voluntary Sectors to take forward our improvement agenda.

Wales Audit Office

The Relationship Manager's Annual Letter is an impartial and objective report by the Wales Audit Office on how the Council is performing and conducting its business.

All Councils are inspected by the Wales Audit Office to see how well they are run. The results of this inspection are combined with performance information from annual risk assessments that are carried out at both service and corporate levels.  The judgements of other inspectorates such as Social Services in Wales and Estyn are also used to develop a Joint Risk Assessment that identify areas that are most in need of improvement.  Progress on these areas are monitored on a quarterly basis and discussed with external Regulators.

Resident Satisfaction Survey 2005

The survey asked 1000 people their opinion on a wide range of council services.  The Council has taken the information from this survey to help inform its decisions. These results will now help the Council to determine its priorities and help to improve the area in which you live.
